Application Instructions
The University of the Middle East Project Institute in Governance, Public Policy and Civil Society (IGPC) is a four-week academic program designed for Non Governmental Organization Leaders and Academics from the Middle East and North Africa. This program will take place in Spain, from June 23 to July 22, 2003.
The participants will be selected according to their academic and professional achievement. Preliminary selection will be based principally on the personal statement and essays. Interviews of the selected semi- finalists will be conducted by phone or in person in early April. Accepted applicants for this institute will be notified of their status on the University of the Middle East Website at www.ume.org by May 10, 2002. Please do not call or email the University of the Middle East regarding the status of your application before this date. The University of the Middle East is solely responsible for all decisions regarding admission (independent from all governmental, educational or other institutions). Comprehensive Scholarships are available to selected candidates.
To apply to the University of the Middle East 2003 IGPC, you must:
- Be proficient in written English- all applications must be written in English
- Be proficient in spoken English- all interviews will be conducted in English
- Be a citizen and resident of a Middle Eastern or North African community.
- Be a full or part time employee of a non-governmental organization OR a professor concentrating on an academic topic relevant to Governance, Social Policy or Civil Society. Examples include but are not limited to, Political Science, History, Environmental Science, Sociology, and International Relations.

Application must be submitted before February 25, 2003. It is strongly recommended that you submit your application early. No late applications will be accepted. Please submit the following pieces:
- Complete online application form (5 pages total).
- Resume (part of online application): Please list your work history including dates of employment, educational background, and references
- Essay #1(part of online application): Personal statement of 250 words or less:
Why are you interested in attending the 2003 Institute in Governance, Social Policy, and Civil Society? Why do you think you are especially qualified to attend?
- Essay #2 in 300 words or less (part of online application):
Indicate a person who has had a significant influence on you or your ideas, and describe how that person has affected your life.
- Essay #3 in 500 words or less (part of online application):
Discuss whether you believe that "tolerance" is an important characteristic in building and maintaining civil society.
Essays may not be written, edited or translated by anyone but you.
All essays must be written in English.
Essays over the allotted number of words will not be considered.
